First National Post-Doctors Academic Forum on Tourism Management Held in Beijing

For the purpose of reinforcing the academic innovation and exchange among post doctors majoring in tourism management and promoting the development of high-quality tourism of China tourism industry, First National Post-doctors Academic Forum on Tourism Management was held in Beijing on April 21. The forum was agreed by the Ministry of Culture & Tourism and approved by China Post-doctor Management Office, and was jointly host by China Post-doctor Management Office, China Postdoctoral Science Foundation, Personnel Department of the Ministry of Culture & Tourism and China Tourism Academy, and was organized by the Postdoctoral Research Station. The forum was also supported by the Tourism Channel of People’s Daily APP and Postdoctoral Poverty Alleviation Project Center of China Association of Poverty Alleviation & Development (CAPAD).


Doc. Dai Bin, President of CTA hosted the opening ceremony of the forum. Wang Mingzheng, Deputy Director of Specialist Personnel Management Department of Ministry of Human Resources & Social Security, Man Hongwei, Director of Policy and Regulation Department of Ministry of Culture and Tourism, Yuan Wenxian, Chairman of CAPAD, Doc. Liang Jianzhang, founder of Ctrip Tourism Group and other distinguished guests attended and addressed in the forum. More than 200 participants, including representatives of postdoctoral working stations of China, directors of post-doctors, post-doctors and specialists, attended the meeting.



Wang Mingzheng, Deputy Director of Specialist Personnel Management Department of Ministry of Human Resources & Social Security, stated in his speech that the postdoctoral system started from 1985, which was an explorative measure for cultivating outstanding young persons and broke the constraints of household registration system, organizational affiliation, subject belongings and etc. After more than 30 years development, the system has become an important system in cultivating high-level innovative young talents, and a “highway” for young talents’ growth, a “booster” for innovation development, and a “pilot field” for talent system and organization reform. The academic exchange among post-doctors is an important way to improve the quality of post-doctor cultivation, and an important method to create a active and innovation-friendly academic environment. This forum is one of the 40 national academic exchange activities of post doctors supported by China Post-Doctor Management Office and the earliest form. He hoped that it will be an authoritative platform for post-doctors exchange and better perform the postdoctoral system in cultivating tourism high-level innovative talents, so as to transform more outstanding talents for tourism undertakings to meet the needs for people’s desire for better life. 



Man Hongwei, Director of Policy and Regulation Department of Ministry of Culture and Tourism, said in his address that the innovative development of tourism industry needs human resources, especially high level professional talents. Standing at the new era of popular tourism and all-for-one tourism, the industry is under a transform from rapid growth to high-level development, and new talent requirements are asked. China postdoctoral management work on tourism management has got periodic achievement and a national exchange platform will be established. The postdoctoral team should strive to be a strategic pillar for the prosperity of tourism and industrial innovation development. The postdoctoral scientific research must face the new ear, study the new trend and solve the new paradox. Post-doctors and young scholars should strive to be the leader in all fields of tourism industry and to increase the innovative capacity and influence of the industry.



Yuan Wenxian, Chairman of CAPAD, stated in his address, that the poverty alleviation work is at the most crucial and important node. Tourism is an important way for poverty alleviation; many programs in poor areas are led by tourism project. Most former revolutionary base areas, areas inhabited by minority nationalities , remote and border areas and poverty-stricken areas are good in ecological environment, substantial in resources underdeveloped, which are very suitable for tourism development. Tourism has become an important poverty alleviation mode, especially the red tourism programs in recent years, which quite match the local development. This forum is the first large scale forum after the establishment of Ministry of Culture and Tourism and is of great significance. He hoped that more post-doctors on tourism management major could join the work of poverty alleviation and devote contribution to the country.



Doc. Liang Jianzhang, founder of Ctrip Tourism Group, made a speech on “the Opportunities and Bottlenecks in Tourism Industry”. He said that the research on tourism industry is very interesting and promising. In the background of the establishment of Ministry of Culture and Tourism, culture and tourism are integrated and form a huge industry. Then he analyzed the factor differences in tourism industry in China, USA and Japan based on the macro tourism data, such as total population and annual immigration population, and tourism resource related data of the amusement park, skating park, museums, golf course and cinemas. He proposed open questions and made an interaction at the forum. Questions included “Why does China have fewer cruises travelers? Why is China lack of museums? Why is China lack of airport? Can the railway tourism take a corner overtaking? ”.  He also shared his opinions to the above questions and made some policy suggestions. 



Doc. Li Zhongguang, Deputy President of CTA hosted the exchange on the experience of the work at Postdoctoral station. 



Prof. Tian Li, Secretary of the Party Committee of School of Business Administration and Tourism Management, Yunnan University made a speech on “Mobile Postdoctoral Station: a platform for High-level Academic and a Cradle for Talent Reserve”. He stated that the station should make pillar industries, key industries and business companies the research objects based on needs of national development strategy, and shared the fine management and high-quality service construction experience. 



Gao Chundong, Deputy Secretary of the Party Committee of Institute of Geographic Science and Natural Resources Research, Chinese Academy of Science, made a speech on postdoctoral station management and post-doctor cultivation of Chinese Academy of Science. He introduced the purpose for establishing the station and the achievement they’ve made. He also shared the experiences in system construction, innovative development and academic brand development, as well as future plan and priorities. 



Xia Jiechang, Deputy Director of National Academy of Economic Strategy, CASS, shared his thoughts on the question of how to improve the scientific research capacity of the post-doctors at think tank by combining scientific research and think tank construction. Post doctors in think tank organizations should correctly allocate the time so as to combine one’s interest with the work requirements of the organization; the organization should also understand the post-doctor and give them substantial time to develop and deepen their interest.



Doc. Song Ziqian, Chief Researcher of CAT hosted the exchange on post-doctor cultivation.



Prof. Zhang Chaozhi, Deputy Dean of School of Tourism, Sun Yat-Sen University made a speech on “To Improve the Postdoctoral Cultivation by Academic Construction”. He shared the experience of postdoctoral cultivation at School of Tourism in Sun Yat-Sen University. He introduced the three stages that the university has undergone in postdoctoral cultivation and the current cultivation mode with a core of academic construction, and shared the problems and future reform thoughts on the subject. 



Zou Tongqian, Principal Assistant of Beijing Internatioanl Studies University, gave a speech on “Serve the Academic Construction, Explore cooperation regime of Postdoctoral Station Majoring Tourism”. He stated that the most important concept in postdoctoral cultivation is cooperation and introduced the general information of the postdoctoral station at the university as well as the biggest challenge they are facing.



Tang Xiaoyun, Chief Statistician of CAT made a speech on “Stay True to the Mission, Walk Steady to Reach the Distance”. She shared the basic information of the postdoctoral station at CAT and stated that the station should stick to the original mission, which is to serve the industry and the country, to stick to the down-to-earth work style and a broad mind. Post-doctors should have both international perspective and Chinese style in academic research at the same time. The station should cultivate the post-doctors at all aspect so as to improve their comprehensive capacity, should stick to strict as well as at-station supervision, and should be the guidance and fellow of post-doctors.



Doc. Jiang Yiyi, Director of Institute of International Tourism Development, CAT, hosted the first half of achievement exchange of Post-doctors.



Lin Zhanglin, Post-doctor of Fudan University, and President Assistant of Joyu Group, made a report on “Innovation: Provide Chain Service of a Life Cycle to Tourism Destination”. He stated that the China tourism industry is entering the time of 2.0 and tourism consultation should also move toward the 2.0 time to make a chain service of a life cycle. He also proposed a mode of “capital + recourses + Consultation” , a chain-like tourism consultation service. He also shared a successful case on how to combine intellectual innovation with industrial development. 



Yang Yi, Post-doctor of Yunnan University and Associate Professor, made a report on “the Dutch Disease Effect of Tourism Destination”, analyzed the cause of the Dutch Disease in tourist places and proposed policy suggestions in dealing with the problem from four aspects: acknowledgement, policy system, industrial development and tourism management. 



Xiao Jianyong, Post-doctor of CAT and Associate Professor of Henan University made a speech on “The Combination of Culture and Tourism Promote the High-quality Tourism Development”. He pointed out that the basic feature of current tourism and culture industries is that tourism industry is a scene manufacturing industry, and culture industry is a inner manufacturing industry, and analyzed the two stages and their features of the combined development of culture and tourism and proposed to promote high-level tourism development through the integration of culture and tourism.



Doc. Ma Yiliang, Deputy Director of Research Center of Tourism Statistics and Economic Analysis, CAT, hosted the second half of achievement exchange of Post-doctors.



Li Mohan, Post-doctor of Sun Yat-Sen University shared a topic on “Structure and Consumption Mechanism Research on Smart Tourism City” and deeply discussed the structure of smart tourism destination and mechanism of dynamic consumption relationship from social science perspective.



Su Jianjun, Post-doctor of Shaanxi Normal University and professor of Xi’an University of Science and Technology, made a report on “China Tourism Investment Structure and Tourism Economic Development Research in New Era”. He analyzed the dynamic deepening of tourism investment requirement and structure differentiation, the evaluation of tourism investment requirement and tourism economic growth, as well as reaction mechanism, and also the mechanism of tourism investment supporting tourism economic growth and multiple dimension methods.



Zhao Shuhong, Post-doctor of CASS and Associate Professor of Yunnan University made a report on “Marketization Reform in Yunnan Cultural Development: Theory, Process Analysis and Thoughts” and analyzed the opportunities and challenges of cultural development under the background of globalization in the new century.


Doc.Hu Fusheng, Cooperate Postdoctoral Director of CAT hosted the panel of the forum. Zhang Jicheng, Deputy Secretary of CAPAD, Wang Xuanyu,, Deputy Director of the Research Center of New Economy and New Industry, Tsinghua University, Chen Wenjie, President of Tourism Industry Institute of China National Travel Service Group Corporation Limited, Wang Gang, President of Tourism Research Institute of OCT Group, Wu Tong, Deputy Director of Tourism Industry Research Institute of Hulun Buir Tourim Commission and Xin Anna, Post-doc. Of CAT discussed the topic of the relation between high-quality tourism development and postdoctoral talent cultivation.



Wang Xuanyu stated that “high-quality tourism” has the feature of social development and innovation, and is an inevitable stage of social development. More research should be done in innovation-driven social development and applied innovation in high-quality tourism should be reinforced. Chen Wenjie stated that industrial development should be led by the government and then be achieved by market players. Wang Gang pointed out that high-quality tourism needs the participation and experience of tourists and needs to be achieved by the co-work of tourism subjects and objects. Wu Tong stated that local government should stick to the purpose of serving the people, and actively carry out “toilet revolution”, as well as the participation of all related departments in tourism services. Zhang Jicheng said that poverty alleviation program by Post Doctors is an innovation in poverty reduction. Xin Anna shared her experience in postdoctoral period and said that it is new stage of life and good time for realizing individual values. Guests also discussed hwo to cultivate postdoctoral talent under the background of high-quality tourism. 



The forum also collected the graduation report for post-doctors majoring tourism management and made a evaluation. Excellent reports winners were awarded certificates by President Dai Bin, CAT.


President Dai Bin, then made a closing speech on “What is Postdoctoral?”, and discussed questions including “why do we need postdoctoral in tourism management?”, “What kind of postdoctoral is need in the new era?” and “How to cultivate high-level tourism management talents”. 



He stated that tourism industry development of new era needs a group of strategic talents that are “serving the industry and the country”. Those talents should has a spirit of “serving the country as sword man” at the very beginning, and should have heroic spirit of self-toughening, as well as political awareness that “history is made by people”, and “It doesn’t have to be me”. Also, strategic talents must speak what people say, do practical things and aim for the highest. To do practical things, they must practice in the living tourism practice and do researches that are needed by the era and people. They should dare to challenge the era, the breaking activities, and dare to take responsibilities. Strategic talents in tourism management are not cultivated in school but in practice. Only continuous exploration, failure, more exploration and more failure and final self-toughening can they be formed. Strategic talents, no matter theoreticians, entrepreneurs, or politicians, are not cultivated through a template, or an organization, or granted by authorities, they are selected by the history and initiative undertakings.
